Therefore, I would conclude that this proof sheet must be the State 1 that Whitworth referred to, while the smaller scans from a different sheet must be State 2.

The main distinguishing feature, when doing just a quick check, is the vertical line in the back of the 'E' of PENCE. Half of a cent is $0.005 or 0.5¢. Therefore, one Cent is equal to one Decimal in survey system.
