It'll be a few years until Zen 3 is out, you'll get Zen 2+ refresh first, like the 2nd gen (2600/2700 etc) was to First gen Ryzen. as for gpu, wait until the 28th to see what amd launches to decide.

PC is slow and lagging when a game is loading. Since I saw the rumors/confirmation of Zen 3 being on AM4, I started heavily considering this option as I can upgrade to Zen 3 after a stop-gap year.

Unlikely, as between now and end of 2020 will be the last time it's practical to make a big upgrade for several years.
I am about to purchase my own custom-built PC but now that I've seen the news on the Zen 3 CPUs coming out on the 2nd of November, I am hesitating to buy a Zen 2 CPU since I feel like the Zen 3 would be way more worth it. Still working like a little beast after all this years. One benefit of buying at the end of the generation is that you will be receive better silicon in the lower bins as the manufacturing process is improved. I upgraded my GPU but I'm holding out on my pitiful 4-core until Zen 3.
AMD have only confirmed Zen3 will be out before the end of the year. Started 13 minutes ago Zen 3 launching this year, on track. I'm waiting it out.
Thanks. Looking at the kind of numbers that AMD is showing, I'm expecting there to be a big demand for those CPUs. Zen 3 is too far in the future to consider. Started 23 minutes ago Memtest86 results are back and don't look good, what do they mean ? I dont think the Performance increase will be that big. It made the TR look hobbled and bottle necked. Also AMD has a habit of reducing prices of their last gen when a new line comes out, so a 3000 series part would be even better value in a month's time. Milian and Genoa are the server parts!
Are you ok to wait till the end of November? A decently overclocked 3770k ist still very capable an can play games just fine.

In your situation i think its good to just get zen 2. The biggest improvements you'll see if you go with 3rd gen ryzen will be the 1% lows and productivity.
